The current strategy that the Biden administration has adopted is receiving nationwide criticism. The reason is that even when the US has restricted its sellers and the whole exports from the business of the advanced chips and semiconductors to China, its ally nations continue their exports of these advanced gears to the nation. The key nations that have industry-leading chip tech and the ally nations of the US are Japan and the Netherlands.
The importing of advanced tech from these nations has considerably helped China to develop its own tech capabilities. The tensions were fired up as Huawei Technologies Co, one of the global leaders in ICT infrastructures and also a manufacturer of smart devices, headquartered in China, launched a new smartphone that operated with an advanced 7-nanometer processor.

The Director of the Wadhwani Center for AI and Advanced Technologies at the Center for Strategic and International Studies, Gregory Allen, views that the Huawei phone is not considered a major national security issue for the government and public of the United States, however, more information is needed on the chip inside these phones. Even the presence of such a chip hints about the present technology that the semiconductor industry in China is at.
He continued that with the advances in the Chinese semiconductor industry that are currently used in chip production the mobiles would not take much longer to be available to the Chinese military and the possibility that the Chinese military already has access to this advanced chip technology can not be denied. The director added that if that is the situation then the approach that the US has currently towards breakthrough technology.
So, What Does The Biden Administration Have In Mind?
Following all these, the Biden administration is taking steps to curb the export of the advanced chip to China through other nations, that are the allies of the US. The new strategies also include making several tweaks in the existing parameters that control the export of the graphic chips cover components namely accelerators. Another restriction that will be imposed soon will be controlling certain shipments to Chinese companies.
The administration is also planning to start a licensing system to track and restrict all such exports. These decisions are facing two kinds of responses.
