Mutesa slams ZICTA case

Former Consumer Trust Unit Trust chairperson Love Mutesa has accused the Zambia Information and Communication Technology (ZICTA) Authority of instituting criminal proceedings against the country’s operators without concrete consumer complaints.
Mutesa said it was strange that ZICTA had instituted criminal proceedings against MTN, Zamtel and Airtel without concrete consumer complaints.
Mutesa said: “one would expect that consumers would complain, and then ZICTA as a regulating authority would take up the matter. But in this case, ZICTA has arbitrarily taken up the matter and have not explained to us exactly what wrongs the companies have done.”
He said it is strange that ZICTA suing the mobile companies.
Mutesa said more players should be allowed to enter the market to help consumers have more options.
ZICTA, the country’s telecom sector regulator is suing the three mobile operators for allegedly failing to meet the minimum quality of a service provider and the second count of failing to comply with the provision of the quality of service guidelines of 2009.
However, subscribers have been complaining for a long time about the poor services offered by the operators and ZICTA had been warning of stiff penalties if the operators did not improve their operations.
