Joe Mucheru new CS in Kenyan ICT Ministry

The new Cabinet Secretary, Mr. Joe Mucheru, and his two Principal Secretaries, Victor Kyalo (ICT and Innovation) and Sammy Itemere (Broadcasting and Telecommunications), took over the management of the Kenyan Ministry of Information, Communications and Technology in December with a promise to support the national development agenda through the use of Information Technology.

Mr. Mucheru singled out corruption as the greatest challenge facing the country, saying ICT can be used to deal with the vice.

Outlining his vision as he addressed the media, Mr. Mucheru said: “I will intensify efforts to provide ICT driven services in order to promote efficiency in public service delivery and facilitate growth of investments in the country.”

He added: “We will take advantage of the potential in information technology facilitate openness and minimize corruption in the public sector.”

He said the country’s development agenda will be founded on a knowledge based economy, adding that civil servants will be empowered through capacity building and provision of ICT equipment to drive this objective.

The Cabinet Secretary pledged his commitment in ensuring provisions of fair markets for ICT players by developing policy and regulatory frameworks that were responsive to the growth of the sector.

Mr. Mucheru called on the media to exercise responsibility and protect children, societal and national values in their dissemination of information. He said media players were under obligation to develop appropriate content that promotes national development and social cohesion.

Before his appointment as CS, Mr. Mucheru served as Google ambassador for Sub-Saharan Africa (SSA) and the Company Country Manager Kenya, based in Nairobi. He joined Google in June 2007 as the leader of the delivery of strategy, business planning and operations. Before joining Google Mr. Mucheru had worked at Wananchi Online, a company he co-founded in 1999.
